RETURN TO PLAY – OHIO’S YOUTH CONCUSSION LAW

As of April 26, 2013, Ohio’s Return-to-Play law (ORC 3313.539 or ORC 3314.03) requires that Ohio youth athletes who are suspected of sustaining a concussion, MUST be removed from practice or play. Ohio laws prohibit a child to return to play (practice or competition) on the same day that he/she is removed on suspicion of having sustained a concussion. He/she may return the following day if cleared in writing by a physician (MD or DO) or other authorized healthcare provider that they did not sustain a concussion.

Ohio Travel Soccer League Compliance:

In order to verify that each Ohio Travel Soccer League community has attained compliance with both coaching and parent requirements regarding Return to Play, a member representative from each community (president, representative or alternate representative) MUST sign the CONCUSSION CERTIFICATION REQUIREMENT FORMS 1 AND 2 located at www.ohtsl.com and then INFO/PROCEDURES/CONCUSSION INFORMATION.  The forms reflect that coaches have successfully completed online concussion training, that each community is in possession of a copy of each coach’s valid concussion certificate (PLEASE NOTE THAT CONCUSSION CERTIFICATIONS EXPIRE AFTER 3 YEARS) and that all parents/guardians have received a copy of the Ohio Department of Health Concussion Information Sheet (see above link). This is a community level requirement, so please only send only one Form 1 and one Form 2 per community (do not send one per team).

The Concussion Certification Requirement Forms 1 and 2 must be signed and sent to the OHTSL each season (both fall and spring).  For Fall 2018, the forms must be signed and sent to Dawn DiCicco at [email protected] by August 12th, 2018.

 

OHIO LINDSAY’S LAW: SUDDEN CARDIAC ARREST IN YOUTH ATHLETES

Lindsay’s Law, Ohio Revised Code 3313.5310, 3707.58 and 3707.59 went into effect in 2017.  In accordance with this law, the Ohio Department of Health, the Ohio Department of Education, the Ohio High School Athletic Association, the Ohio Chapter of the American College of Cardiology and other stakeholders jointly developed guidelines and other relevant materials to inform and educate students and youth athletes participating in or desiring to participate in an athletic activity, their parents, and their coaches about the nature and warning signs of sudden cardiac arrest.

In order to verify that each Ohio Travel Soccer League community has attained compliance with the parent/guardian, youth athlete and coaching requirements regarding Lindsay’s Law, a member representative from each community (president, representative or alternate representative) MUST sign the CARDIAC ARREST REQUIREMENT FORMS 1 AND 2 located at www.ohtsl.com and then INFO/PROCEDURES/LINDSAY's LAW.  The forms reflect that all parents/guardians and youth athletes have watched the required video, have read the required informational handout, that a parent/guardian and youth athlete have signed the required signature form and that each community is in possession of the Required Signature Form for Parents/Guardians and Youth Athletes, AND that all coaches have watched the required video and that all coaches have read the required informational handout.  PLEASE NOTE THAT THE ABOVE REQUIREMENTS MUST BE COMPLETED BY PARENTS/GUARDIANS, YOUTH ATHLETES AND COACHES ANNUALLY.  This is a community level requirement, so please only send one Form 1 and one Form 2 per community (do not send one per team).


The Cardiac Arrest Requirement Forms 1 and 2 must be signed and sent to the OHTSL each season (both fall and spring).  For Fall 2018, the forms must be signed and sent to Dawn DiCicco at [email protected] by August 12thh, 2018.  Please note that only the Cardiac Arrest Requirement Forms 1 and 2 need to be sent….please do not send the REQUIRED SIGNATURE FORM FOR PARENTS/GUARDIANS AND YOUTH ATHLETES.
